does either of the diving logs ppc 4.0.4. or 4.0.8. work with the Zire 71 pocket pc running with palm o.s

No, there is unfortunately no Palm OS version of Diving Log.

for the reply i will try out the pc version and maybe take a lap top away with me to download my Aqualand data.
