When I try to export the .sql file to import to DiveMate, it exports but it's only exporting 162 of my 290 dives. I've followed the directions on the website, but it keeps locking me out of my full log.

Are you sure the dives are not exported? I think all dives are exported, but not all dives are imported into DiveMate. In this case the problem would be on the DiveMate side. You can try to create a new empty DiveMate logbook and try the import into the empty logbook.
I've tried several times to start an Android version of Diving Log, but unfortunately the initial hurdle is high, at least for me. I find the developer tools very lacking and creating a full featured dive log app is not as easy as it sounds. And the development time is even longer when the language and the tools are not familar. But I have not given up completely
